The Old Testament foretold of God's promised work of Calling & Regeneration

Isaiah 42:6,16, (NASB), I am the Lord, I have called you in righteousnessI will also hold you by the hand and watch over you, And I will appoint you as a covenant to the people, As a light to the nations . . . I will lead the blind by a way they do not know, In paths they do not know I will guide themI will make darkness into light before them And rugged places into plains. These are the things I will do, And I will not leave them undone.

Isaiah 43:5-7, (NASB), Do not fear, for I am with youI will bring your offspring from the east, And gather you from the west. I will say to the north, 'Give them up!' And to the south, 'Do not hold them back.' Bring My sons from afar And My daughters from the ends of the earth, Everyone who is called by My name, And whom I have created for My glory, Whom I have formed, even whom I have made.

Isaiah 44:3, (NASB), For I will pour out water on the thirsty land And streams on the dry ground; I will pour out My Spirit on your offspring And My blessing on your descendants; 

Isaiah 62:1-4, (NASB), For Zion's sake I will not keep silent, And for Jerusalem's sake I will not keep quiet, Until her righteousness goes forth like brightness, And her salvation like a torch that is burning. The nations will see your righteousness, And all kings your glory; And you will be called by a new name Which the mouth of the Lord will designate. You will also be a crown of beauty in the hand of the Lord, And a royal diadem in the hand of your God. It will no longer be said to you, "Forsaken," Nor to your land will it any longer be said, "Desolate"; But you will be called, "My delight is in her," And your land, "Married"; For the Lord delights in you, And to Him your land will be married. 

Isaiah 65:1, (NASB), I permitted Myself to be sought by those who did not ask for Me; I permitted Myself to be found by those who did not seek Me. I said, 'Here am I, here am I,' To a nation which did not call on My name. 

Jeremiah 24:7, (NASB), I will give them a heart to know Me, for I am the Lord; and they will be My people, and I will be their God, for they will return to Me with their whole heart

Jeremiah 31:33-34, (NASB), "But this is the covenant which I will make with the house of Israel after those days," declares the Lord, "I will put My law within them and on their heart I will write it; and I will be their God, and they shall be My people. They will not teach again, each man his neighbor and each man his brother, saying, 'Know the Lord,' for they will all know Me, from the least of them to the greatest of them," declares the Lord, "for I will forgive their iniquity, and their sin I will remember no more." 

Jeremiah 32:37-40, (NASB), Behold, I will gather them out of all the lands to which I have driven them in My anger, in My wrath and in great indignation; and I will bring them back to this place and make them dwell in safety. They shall be My people, and I will be their God; and I will give them one heart and one way, that they may fear Me always, for their own good and for the good of their children after them. I will make an everlasting covenant with them that I will not turn away from them, to do them good; and I will put the fear of Me in their hearts so that they will not turn away from Me. 

Ezekiel 11:19-20, (NASB), And I will give them one heart, and put a new spirit within them. And I will take the heart of stone out of their flesh and give them a heart of flesh, that they may walk in My statutes and keep My ordinances and do them. Then they will be My people, and I shall be their God

Ezekiel 36:26-27, (NASB), Moreover, I will give you a new heart and put a new spirit within you; and I will remove the heart of stone from your flesh and give you a heart of flesh. I will put My Spirit within you and cause you to walk in My statutes, and you will be careful to observe My ordinances.

Hosea 2:23, (NASB), I will sow her for Myself in the land. I will also have compassion on her who had not obtained compassion, And I will say to those who were not My people, 'You are My people!' And they will say, 'You are my God!'

Old Testament saints were sovereignly called by God and set apart for service

Genesis 17:1-7, (NASB), Now when Abram was ninety-nine years old, the Lord appeared to Abram and said to him, "I am God Almighty; Walk before Me, and be blameless. I will establish My covenant between Me and you, And I will multiply you exceedingly." Abram fell on his face, and God talked with him, saying, "As for Me, behold, My covenant is with you, And you will be the father of a multitude of nations. No longer shall your name be called Abram, But your name shall be Abraham; For I will make you the father of a multitude of nations. I will make you exceedingly fruitful, and I will make nations of you, and kings will come forth from you. I will establish My covenant between Me and you and your descendants after you throughout their generations for an everlasting covenant, to be God to you and to your descendants after you."

Exodus 3:2-10, (NASB), The angel of the Lord appeared to him in a blazing fire from the midst of a bush; and he looked, and behold, the bush was burning with fire, yet the bush was not consumed. So Moses said, "I must turn aside now and see this marvelous sight, why the bush is not burned up." When the Lord saw that he turned aside to look, God called to him from the midst of the bush and said, "Moses, Moses!" And he said, "Here I am." Then He said, "Do not come near here; remove your sandals from your feet, for the place on which you are standing is holy ground." He said also, "I am the God of your father, the God of Abraham, the God of Isaac, and the God of Jacob." Then Moses hid his face, for he was afraid to look at God. The Lord said, "I have surely seen the affliction of My people who are in Egypt, and have given heed to their cry because of their taskmasters, for I am aware of their sufferings. So I have come down to deliver them from the power of the Egyptians, and to bring them up from that land to a good and spacious land, to a land flowing with milk and honey, to the place of the Canaanite and the Hittite and the Amorite and the Perizzite and the Hivite and the Jebusite. Now, behold, the cry of the sons of Israel has come to Me; furthermore, I have seen the oppression with which the Egyptians are oppressing them. Therefore, come now, and I will send you to Pharaoh, so that you may bring My people, the sons of Israel, out of Egypt." 

1 Samuel 3:1-10, (NASB), Now the boy Samuel was ministering to the Lord before Eli. And word from the Lord was rare in those days, visions were infrequent. It happened at that time as Eli was lying down in his place (now his eyesight had begun to grow dim and he could not see well , and the lamp of God had not yet gone out, and Samuel was lying down in the temple of the Lord where the ark of God was, that the Lord called Samuel; and he said, "Here I am." Then he ran to Eli and said, "Here I am, for you called me." But he said, "I did not call, lie down again." So he went and lay down. The Lord called yet again, "Samuel!" So Samuel arose and went to Eli and said, "Here I am, for you called me." But he answered, "I did not call, my son, lie down again." Now Samuel did not yet know the Lord, nor had the word of the Lord yet been revealed to him. So the Lord called Samuel again for the third time. And he arose and went to Eli and said, "Here I am, for you called me." Then Eli discerned that the Lord was calling the boy. And Eli said to Samuel, "Go lie down, and it shall be if He calls you, that you shall say, 'Speak, Lord, for Your servant is listening.'" So Samuel went and lay down in his place. Then the Lord came and stood and called as at other times, "Samuel! Samuel!" And Samuel said, "Speak, for Your servant is listening." 

Isaiah 49:1, (NASB), Listen to Me, O islands, And pay attention, you peoples from afar. The Lord called Me from the womb; From the body of My mother He named Me

Isaiah 51:1-2, (NASB), Listen to me, you who pursue righteousness, Who seek the Lord: Look to the rock from which you were hewn And to the quarry from which you were dug. Look to Abraham your father And to Sarah who gave birth to you in pain; When he was but one I called him, Then I blessed him and multiplied him.

Jeremiah 1:4-5, (NASB), Now the word of the Lord came to me saying, "Before I formed you in the womb I knew you, And before you were born I consecrated you; I have appointed you a prophet to the nations." 

New Testament saints were called by God and set apart for service

Matthew 4:21-22, (NASB), Going on from there He saw two other brothers, James the son of Zebedee, and John his brother, in the boat with Zebedee their father, mending their nets; and He called themImmediately they left the boat and their father, and followed Him

Mark 1:16-20, (NASB), As He was going along by the Sea of Galilee, He saw Simon and Andrew, the brother of Simon, casting a net in the sea; for they were fishermen. And Jesus said to them, "Follow Me, and I will make you become fishers of men." Immediately they left their nets and followed Him. Going on a little farther, He saw James the son of Zebedee, and John his brother, who were also in the boat mending the nets. Immediately He called them; and they left their father Zebedee in the boat with the hired servants, and went away to follow Him

Luke 1:13-15, (NASB), But the angel said to him, "Do not be afraid, Zacharias, for your petition has been heard, and your wife Elizabeth will bear you a son, and you will give him the name JohnYou will have joy and gladness, and many will rejoice at his birth. For he will be great in the sight of the Lord; and he will drink no wine or liquor, and he will be filled with the Holy Spirit while yet in his mother's womb."

Acts 12:25,13:2 (NASB), And Barnabas and Saul returned from Jerusalem when they had fulfilled their mission, taking along with them John, who was also called Mark. (13:2) While they were ministering to the Lord and fasting, the Holy Spirit said, "Set apart for Me Barnabas and Saul for the work to which I have called them." 

Acts 26:17-18, (NASB), rescuing you from the Jewish people and from the Gentiles, to whom I am sending you, to open their eyes so that they may turn from darkness to light and from the dominion of Satan to God, that they may receive forgiveness of sins and an inheritance among those who have been sanctified by faith in Me.

Romans 1:1-7, (NASB), Paul, a bond-servant of Christ Jesus, called as an apostle, set apart for the gospel of God, which He promised beforehand through His prophets in the holy Scriptures, concerning His Son, who was born of a descendant of David according to the flesh, who was declared the Son of God with power by the resurrection from the dead, according to the Spirit of holiness, Jesus Christ our Lord, through whom we have received grace and apostleship to bring about the obedience of faith among all the Gentiles for His name's sake, among whom you also are the called of Jesus Christ; to all who are beloved of God in Rome, called as saints: Grace to you and peace from God our Father and the Lord Jesus Christ. 

1 Corinthians 1:1-3, (NASB), Paul, called as an apostle of Jesus Christ by the will of God, and Sosthenes our brother, To the church of God which is at Corinth, to those who have been sanctified in Christ Jesus, saints by calling, with all who in every place call on the name of our Lord Jesus Christ, their Lord and ours: Grace to you and peace from God our Father and the Lord Jesus Christ. 

Galatians 1:15-18, (NASB), But when God, who had set me apart even from my mother's womb and called me through His grace, was pleased to reveal His Son in me so that I might preach Him among the Gentiles, I did not immediately consult with flesh and blood, nor did I go up to Jerusalem to those who were apostles before me; but I went away to Arabia, and returned once more to Damascus. Then three years later I went up to Jerusalem to become acquainted with Cephas, and stayed with him fifteen days. 

Calling and regeneration are based solely upon God's sovereign purposes and do not depend on any prior condition or difference in man.

John 1:11-13, (NASB), He came to His own, and those who were His own did not receive Him. But as many as received Him, to them He gave the right to become children of God, even to those who believe in His name, who were born, not of blood nor of the will of the flesh nor of the will of man, but of God

John 3:8, (NASB), The wind blows where it wishes and you hear the sound of it, but do not know where it comes from and where it is going; so is everyone who is born of the Spirit.

Acts 2:46-47, (NASB), Day by day continuing with one mind in the temple, and breaking bread from house to house, they were taking their meals together with gladness and sincerity of heart, praising God and having favor with all the people. And the Lord was adding to their number day by day those who were being saved

Acts 15:8-9, (NASB), And God, who knows the heart, testified to them giving them the Holy Spirit, just as He also did to us; and He made no distinction between us and them, cleansing their hearts by faith

Acts 16:14, (NASB), A woman named Lydia, from the city of Thyatira, a seller of purple fabrics, a worshiper of God, was listening; and the Lord opened her heart to respond to the things spoken by Paul.

Romans 9:10-16, (NASB), And not only this, but there was Rebekah also, when she had conceived twins by one man, our father Isaac; for though the twins were not yet born and had not done anything good or bad, so that God's purpose according to His choice would standnot because of works but because of Him who calls, it was said to her, "The older will serve the younger." Just as it is written, "Jacob I loved, but Esau I hated." What shall we say then? There is no injustice with God, is there? May it never be! For He says to Moses, "I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion." So then it does not depend on the man who wills or the man who runs, but on God who has mercy

Romans 9:23-26, (NASB), And He did so to make known the riches of His glory upon vessels of mercy, which He prepared beforehand for glory, even us, whom He also called, not from among Jews only, but also from among Gentiles. As He says also in Hosea, "I will call those who were not My people, 'My people,' And her who was not beloved, 'beloved.'" "And it shall be that in the place where it was said to them, 'you are not My people,' There they shall be called sons of the living God." 

1 Corinthians 1:21-29, (NASB), For since in the wisdom of God the world through its wisdom did not come to know God, God was well-pleased through the foolishness of the message preached to save those who believe. For indeed Jews ask for signs and Greeks search for wisdom; but we preach Christ crucified, to Jews a stumbling block and to Gentiles foolishness, but to those who are the called, both Jews and Greeks, Christ the power of God and the wisdom of God. Because the foolishness of God is wiser than men, and the weakness of God is stronger than men. For consider your calling, brethren, that there were not many wise according to the flesh, not many mighty, not many noble; but God has chosen the foolish things of the world to shame the wise, and God has chosen the weak things of the world to shame the things which are strong, and the base things of the world and the despised God has chosen, the things that are not, so that He may nullify the things that are, so that no man may boast before God.

Ephesians 2:1-5, (NASB), And you were dead in your trespasses and sins, in which you formerly walked according to the course of this world, according to the prince of the power of the air, of the spirit that is now working in the sons of disobedience. Among them we too all formerly lived in the lusts of our flesh, indulging the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest. But God, being rich in mercy, because of His great love with which He loved us, even when we were dead in our transgressions, made us alive together with Christ (by grace you have been saved), 

Ephesians 2:8-10, (NASB), For by grace you have been saved through faith; and that not of yourselves, it is the gift of God; not as a result of works, so that no one may boast. For we are His workmanship, created in Christ Jesus for good works, which God prepared beforehand so that we would walk in them. 

2 Thessalonians 2:13-14, (NASB), But we should always give thanks to God for you, brethren beloved by the Lord, because God has chosen you from the beginning for salvation through sanctification by the Spirit and faith in the truth. It was for this He called you through our gospel, that you may gain the glory of our Lord Jesus Christ. 

2 Timothy 1:8-9, (NASB), Therefore do not be ashamed of the testimony of our Lord or of me His prisoner, but join with me in suffering for the gospel according to the power of God, who has saved us and called us with a holy calling, not according to our works, but according to His own purpose and grace which was granted us in Christ Jesus from all eternity, 

Hebrews 8:10, (NASB), For this is the covenant that I will make with the house of Israel After those days, says the Lord: I will put My laws into their minds, And I will write them on their hearts. And I will be their God, And they shall be My people. 

James 1:18, (NASB), In the exercise of His will He brought us forth by the word of truth, so that we would be a kind of first fruits among His creatures. 

1 Peter 2:9-10, (NASB), But you are a chosen race, a royal priesthood, a holy nation, a people for God's own possession, so that you may proclaim the excellencies of Him who has called you out of darkness into His marvelous light; for you once were not a people, but now you are the people of God; you had not received mercy, but now you have received mercy

Calling and regeneration is an act of creation

Psalms 51:10, (NASB), Create in me a clean heart, O God, And renew a steadfast spirit within me. 

2 Corinthians 3:18, (NASB), But we all, with unveiled face, beholding as in a mirror the glory of the Lord, are being transformed into the same image from glory to glory, just as from the Lord, the Spirit. 

2 Corinthians 4:6, (NASB), For God, who said, "Light shall shine out of darkness," is the One who has shone in our hearts to give the Light of the knowledge of the glory of God in the face of Christ. 

2 Corinthians 5:5, (NASB), Now He who prepared us for this very purpose is God, who gave to us the Spirit as a pledge. 

2 Corinthians 5:17, (NASB), Therefore if anyone is in Christ, he is a new creature; the old things passed away; behold, new things have come. 

Galatians 6:15, (NASB), For neither is circumcision anything, nor uncircumcision, but a new creation

Ephesians 1:18-21, (NASB), I pray that the eyes of your heart may be enlightened, so that you will know what is the hope of His calling, what are the riches of the glory of His inheritance in the saints, and what is the surpassing greatness of His power toward us who believe. These are in accordance with the working of the strength of His might which He brought about in Christ, when He raised Him from the dead and seated Him at His right hand in the heavenly places far above all rule and authority and power and dominion, and every name that is named, not only in this age but also in the one to come. 

Calling and regeneration involves a new birth.

John 1:12-13, (NASB), But as many as received Him, to them He gave the right to become children of God, even to those who believe in His name, who were born, not of blood nor of the will of the flesh nor of the will of man, but of God

John 3:3-8, (NASB), Jesus answered and said to him, "Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God." Nicodemus said to Him, "How can a man be born when he is old? He cannot enter a second time into his mother's womb and be born, can he?" Jesus answered, "Truly, truly, I say to you, unless one is born of water and the Spirit he cannot enter into the kingdom of God. That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. Do not be amazed that I said to you, 'You must be born again.' The wind blows where it wishes and you hear the sound of it, but do not know where it comes from and where it is going; so is everyone who is born of the Spirit." 

Galatians 4:29, (NASB), But as at that time he who was born according to the flesh persecuted him who was born according to the Spirit, so it is now also

Titus 3:4-7, (NASB), But when the kindness of God our Savior and His love for mankind appeared, He saved us, not on the basis of deeds which we have done in righteousness, but according to His mercy, by the washing of regeneration and renewing by the Holy Spirit, whom He poured out upon us richly through Jesus Christ our Savior, so that being justified by His grace we would be made heirs according to the hope of eternal life. 

1 Peter 1:23, (NASB), for you have been born again not of seed which is perishable but imperishable, that is, through the living and enduring word of God. 

1 John 2:29,3:1, (NASB), If you know that He is righteous, you know that everyone also who practices righteousness is born of Him. See how great a love the Father has bestowed on us, that we would be called children of God; and such we are. For this reason the world does not know us, because it did not know Him. 

1 John 3:9, (NASB), No one who is born of God practices sin, because His seed abides in him; and he cannot sin, because he is born of God.

1 John 4:7, (NASB), Beloved, let us love one another, for love is from God; and everyone who loves is born of God and knows God

1 John 5:1, (NASB), Whoever believes that Jesus is the Christ is born of God, and whoever loves the Father loves the child born of Him. 

1 John 5:3-4, (NASB), For this is the love of God, that we keep His commandments; and His commandments are not burdensome. For whatever is born of God overcomes the world; and this is the victory that has overcome the world our faith. 

1 John 5:18, (NASB), We know that no one who is born of God sins; but He who was born of God keeps him, and the evil one does not touch him. 

Calling and regeneration involves a cleansing from sin, corruption and defilement.

Psalms 51:2, (NASB), Wash me thoroughly from my iniquity And cleanse me from my sin

Psalms 51:7, (NASB), Purify me with hyssop, and I shall be clean; Wash me, and I shall be whiter than snow. 

1 Corinthians 6:11, (NASB), Such were some of you; but you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus Christ and in the Spirit of our God. 

1 Thess 4:7, (NASB), For God has not called us for the purpose of impurity, but in sanctification.

1 Thessalonians 5:23-24, (NASB), Now may the God of peace Himself sanctify you entirely; and may your spirit and soul and body be preserved complete, without blame at the coming of our Lord Jesus Christ. Faithful is He who calls you, and He also will bring it to pass. 

Hebrews 2:11, (NASB), For both He who sanctifies and those who are sanctified are all from one Father for which reason He is not ashamed to call them brethren, 

Hebrews 10:19-22, (NASB), Therefore, brethren, since we have confidence to enter the holy place by the blood of Jesus, by a new and living way which He inaugurated for us through the veil, that is, His flesh, and since we have a great priest over the house of God, let us draw near with a sincere heart in full assurance of faith, having our hearts sprinkled clean from an evil conscience and our bodies washed with pure water

1 Peter 1:1-3, (NASB), Peter, an apostle of Jesus Christ, To those who reside as aliens, scattered throughout Pontus, Galatia, Cappadocia, Asia, and Bithynia, who are chosen according to the foreknowledge of God the Father, by the sanctifying work of the Spirit, to obey Jesus Christ and be sprinkled with His blood: May grace and peace be yours in the fullest measure. Blessed be the God and Father of our Lord Jesus Christ, who according to His great mercy has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead, 

1 Peter 1:15-17, (NASB), but like the Holy One who called you, be holy yourselves also in all your behavior; because it is written, "You shall be holy, for I am holy." If you address as Father the One who impartially judges according to each one's work, conduct yourselves in fear during the time of your stay on earth 

2 Peter 1:3-4, (NASB), seeing that His divine power has granted to us everything pertaining to life and godliness, through the true knowledge of Him who called us by His own glory and excellence. For by these He has granted to us His precious and magnificent promises, so that by them you may become partakers of the divine nature, having escaped the corruption that is in the world by lust.

For all those whom He calls, God Himself provides everything needed for a complete and eternal salvation.

Isaiah 26:12, (NASB), Lord, You will establish peace for us, Since You have also performed for us all our works

Isaiah 32:17, (NASB), And the work of righteousness will be peace, And the service of righteousness, quietness and confidence forever. 

Jeremiah 31:3, (NASB), The Lord appeared to him from afar, saying, "I have loved you with an everlasting love; Therefore I have drawn you with lovingkindness."

Romans 8:28-32, (NASB), And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose. For those whom He foreknew, He also predestined to become conformed to the image of His Son, so that He would be the firstborn among many brethren; and these whom He predestined, He also called; and these whom He called, He also justified; and these whom He justified, He also glorified. What then shall we say to these things? If God is for us, who is against us? He who did not spare His own Son, but delivered Him over for us all, how will He not also with Him freely give us all things

2 Corinthians 1:21-23, (NASB), Now He who establishes us with you in Christ and anointed us is God, who also sealed us and gave us the Spirit in our hearts as a pledge. But I call God as witness to my soul, that to spare you I did not come again to Corinth. 

Galatians 4:6, (NASB), Because you are sons, God has sent forth the Spirit of His Son into our hearts, crying, "Abba! Father!" 

Philippians 1:4-6, (NASB), always offering prayer with joy in my every prayer for you all, in view of your participation in the gospel from the first day until now. For I am confident of this very thing, that He who began a good work in you will perfect it until the day of Christ Jesus

Colossians 2:11, (NASB), and in Him you were also circumcised with a circumcision made without hands, in the removal of the body of the flesh by the circumcision of Christ; 

2 Thessalonians 1:11, (NASB), To this end also we pray for you always, that our God will count you worthy of your calling, and fulfill every desire for goodness and the work of faith with power,

Jude 1:1-2, (NASB), Jude, a bond-servant of Jesus Christ, and brother of James, To those who are the called, beloved in God the Father, and kept for Jesus Christ: May mercy and peace and love be multiplied to you.

God has rendered certain that those whom He calls unto salvation through the gospel will respond.

Deuteronomy 30:6, (NASB), "Moreover the Lord your God will circumcise your heart and the heart of your descendants, to love the Lord your God with all your heart and with all your soul, so that you may live.

Psalms 110:3, (NASB), Your people will volunteer freely in the day of Your power; In holy array, from the womb of the dawn, Your youth are to You as the dew.
