Whosoever believeth that Jesus is the Christ is born of God. Not will be, but is. Whosoever believeth that Jesus is the Christ is born of God. So the whosoevers of John chapter three, whosoever believeth on him There's your answer right there. Whosoever believeth that Jesus is the Christ, who are the whosoevers that believe? Those who are born of God. That's why Jesus, right before John 3, 16, in John 3, 1 through 16, told Nicodemus, ye must be born again. You cannot believe my testimony unless you are born from above. There has to be a spiritual birth before there is spiritual reception, before there is a spiritual belief.
