Who is to be baptized according to the Bible?

Only believers who have received the gospel and repented should be baptized.

Scripture indicates that Believer's Baptism is reserved for those who have consciously accepted the gospel of Christ. In Acts 2:38, Peter calls those who were 'pricked in their heart' to repent and be baptized. This reflects the belief that baptism is intended only for those who have truly embraced the gospel message, not for infants or those without understanding.
