Before Pentecost, the Holy Spirit was present and active in the world, as seen in the Old Testament. He came upon specific individuals like Samson to empower them for unique tasks, such as strength and leadership (Judges 13:25). The Holy Spirit also worked to sustain creation and restrain sin among people through morality and government. This work was temporary and selective, coming only upon certain men for particular purposes. However, at Pentecost, the Holy Spirit's coming marked a profound shift where He would dwell with all believers, empowering them for witness and unity across all nations and generations.
