The Bible emphasizes that for a person to believe and perceive spiritual truths, God must initiate a work of grace in their heart.

In Deuteronomy 29:1-9, we see the Israelites who witnessed God's miraculous works yet failed to truly perceive or believe in Him. Despite seeing His signs and wonders, Moses states that God has not given them a heart to perceive, eyes to see, and ears to hear. This illustrates the biblical truth that belief and understanding of spiritual realities are dependent on God's gracious work within us. Without divine intervention, even the most evident miracles are not enough to lead to faith. This understanding aligns with the Reformed perspective that emphasizes total depravity and the necessity of God's regenerating grace for true belief and repentance.
