How can we fear the Lord and not fear judgment?

Answered in 1 source

Fear of the Lord incorporates reverence for His holiness while resting in the assurance of His grace and mercy toward us.

Fearing the Lord means understanding His holiness and justice. It is indeed a right response to God, acknowledging Him as consuming fire. Yet, that fear transitions into reverence when we recognize God's grace in Christ, who bore our judgment. This fear is not paralyzing but rather propels us toward Him, trusting in His mercy. As we become aware of our sinfulness, we can approach God, feeling the weight of our offenses yet finding refuge in the forgiveness granted through His Son. Thus, we can fear the Lord while also experiencing peace, knowing that Christ has secured our pardon.
