How can we reconcile God's desire for all to be saved with the reality of some not being saved?

Answered in 1 source

God's desire for all to be saved reflects His heart, but His sovereign will ultimately determines the elect.

While it is clearly stated in 1 Timothy 2:4 that God desires all to be saved, we must understand this within the framework of God's sovereignty. His intent is for people from every demographic to come to faith, yet not all will respond positively to the gospel. This is because God's saving grace operates according to His divine plan, and He effectively brings His chosen ones to the knowledge of the truth. Thus, the desire expressed does not contradict the reality of God's selective grace, as He ensures that His elect will hear and respond to the call of salvation.
