A foolish shepherd is one who does not care for the flock's needs and exploits them for personal gain.

A foolish shepherd can be identified by several telltale signs as described in Scripture. They show indifference to the soul's needs of the people, failing to visit the broken or seek the young. Instead of nourishing the flock, they seek to enrich themselves, as indicated in Zechariah 11:16-17. Additionally, their teachings often promote self-righteousness over Christ’s righteousness, indicating a lack of true understanding and a focus on outward forms instead of the Gospel (Colossians 2:8). These shepherds may appear eloquent and knowledgeable but lack spiritual wisdom, being compared to Nicodemus, who, despite his learned status, was ignorant of spiritual realities (John 3:3).
