How do we know divine judgment does not produce true repentance?

Answered in 1 source

Divine judgment does not lead to true repentance because it often hardens hearts rather than softening them.

The Scriptures clearly demonstrate that divine judgment in itself does not produce true repentance. Isaiah 9:13 highlights that despite judgment, the people did not turn to God; their hearts remained obstinate. Similarly, Revelation 16 describes people enduring severe judgments yet blaspheming God rather than repenting. This tendency is indicative of human nature's pride and rebellion against God. The heart of man is so hardened by sin that even severe punishment fails to evoke genuine repentance. True repentance is a work of God's grace, resulting from the revelation of Christ and the subsequent enlightenment of a heart once darkened by sin.
