How do we know God is in control of earthly authorities?

Romans 13:1 states, 'There is no power but of God: the powers that be are ordained of God.' This reveals that God sovereignly establishes governments and leaders according to His divine will and purpose. Thus, while we may not always agree with their actions or policies, we can trust that God is in control and that He uses these authorities to carry out His plans, whether for justice or judgment.
