How do we know God is just and merciful at the same time?

Answered in 1 source

God demonstrates His justice by not clearing the guilty, while His mercy is evident in the forgiveness offered through Christ to those who repent.

The tension between God's justice and mercy is a central theme in scripture. Exodus 34:7 states that God will by no means clear the guilty, affirming His justice in punishing sin. However, He also reveals His mercy by forgiving sins through Christ, who bore our punishment on the cross. This is not a contradiction but rather the fulfillment of divine justice; God remains just while justifying the ungodly through faith in Christ. Hence, His attributes coexist in perfect harmony, demonstrating that His justice is satisfied in Christ's atoning sacrifice.
