How do we know God's purpose is unchanging?

God's purpose is unchanging because He works all things according to the counsel of His own will.

God's unchanging purpose is fundamental to His sovereignty. He has established an eternal purpose in Christ, wherein He chose a people and determined to be gracious to them (Ephesians 1:4-5). No circumstance in this world can alter His saving purpose, which is rooted in His unchanging nature. As Philippians 1:6 affirms, He who began a good work will complete it, testifying to the assurance that His design for redemption remains steadfast regardless of worldly changes.
