How do we know miracles have ceased in the church today?

As Thomas Manton suggested, miracles were performed to reaffirm God's truth at critical moments of revelation in biblical history, such as during the apostolic era. Since the final revelation is encapsulated in the written Scripture, there is no longer a requirement for new miracles to confirm divine truth. The lasting witness of God's action through His Word serves as a sufficient testimony for all generations, validating that the era of apostolic miracles has effectively ended.
