How do we know regeneration must precede conversion?

Regeneration is the impartation of spiritual life that must occur before one can actively turn to God in conversion.

Regeneration, as the sovereign work of the Holy Spirit, is fundamentally the starting point in the application of salvation. It brings forth new life, enabling the sinner to respond to God's call. This is critical because one cannot convert or sincerely turn to God unless they have been regenerated. The relationship between regeneration and conversion can be likened to cause and effect; regeneration is the cause, and conversion is the effect of the new life given by the Spirit. As such, it is impossible for an unregenerate individual to exhibit true faith, as they lack the spiritual faculties required to respond to God's calling and embrace Christ.
