How do we know that all infants who die are saved?

Answered in 1 source

Scripture assures us of God's compassion and the election of grace that extends to all dying infants.

The assurance of salvation for dying infants is rooted in God's character as revealed in Scripture. Psalm 145 expresses God's goodness and compassion towards all His creatures, which leads to the conclusion that He would not cast infants into hell. Additionally, Scripture references highlight that God knows and sanctifies individuals even before they are born, as seen in Jeremiah's calling and the blessing upon John the Baptist in his mother's womb. This indicates that God’s saving initiative is graciously applied even to those incapable of making a conscious faith response. The overarching theme of God’s sovereign grace assures us that these infants are indeed saved.
