How do we know that God has not completely forsaken Israel?

Although God cast off the nation of Israel, He has preserved a remnant of His elect within them.

Scripture assures us that while the majority of Israel was forsaken due to their unbelief, God has not completely abandoned them. Romans 11 uniquely highlights this truth, indicating that God has reserved a remnant who remain faithful and chosen according to grace. The Apostle Paul emphasizes that the blindness of Israel is partial and temporary until the fullness of the Gentiles has come in, suggesting a future restoration for God's elect. Verse 26 states, 'And so all Israel shall be saved,' which illustrates that God's covenant promises are ultimately fulfilled through His elect, both from Israel and the Gentiles. Thus, God's sovereign grace remains at work even amidst judgment.
