How do we know that God has the right to save or condemn?

Answered in 1 source

God's rights to save or condemn stem from Him being both the Creator and the Judge of the universe (Romans 3).

The sovereignty of God encompasses His rights as both Creator and Judge. As Creator, God has the absolute right to dispose of His creation as He sees fit, as illustrated in Romans 3, where Paul wrestles with God's justice in relation to humanity's sin. Creatures have forfeited any claim on God due to sin, placing them under judgment. Yet, being just, God also has the right to show mercy as a part of His divine will. This dual capacity allows God to both condemn sin and extend grace where He wishes, reflecting His character that is fully just and merciful.
