How do we know that God is in control of leadership?

The Bible teaches that God is sovereign over all authorities, raising and lowering leaders according to His divine plan, as seen in Romans 9:15.

In Romans 9:15, it says, 'For He saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.' This underscores God's sovereign choice in bestowing mercy and authority. Throughout Scripture, leaders are established by God's will, which includes both righteous and unrighteous rulers. These rulers serve His purpose, whether it is to demonstrate His power or to execute judgment. The example of Pharaoh further illustrates this point; God raised him up to show His might against a hardened heart. Leaders like President Obama serve as a reminder of how God can use authority for His glory while also demonstrating the moral decline of the society that elects them.
