How do we know that God is in control when things seem chaotic?

Answered in 1 source

We know God is in control through His Word which assures us that He governs all affairs of men, even in chaos.

The chaotic events we witness in the world can lead to questions about God's sovereignty. However, the Bible provides clear assurances of His control over all creation. Verses like Romans 8:28 affirm that God works 'all things together for good' for those who love Him. The Old Testament prophet Habakkuk expresses profound concerns about injustice and suffering but is reminded that God has a divine plan that includes even the most unexpected of events. Habakkuk 1:5 records God's declaration that He will work wonders that are beyond human understanding. Ultimately, God's control is a foundational doctrine that reassures believers that even amidst chaos, He reigns supreme and His purposes will prevail.
