This affirms that even when evil is perpetrated by human agents, it occurs within the bounds of God's sovereign will. Furthermore, Proverbs 16:4 states that the Lord has made all for Himself, even the wicked for the day of evil. Throughout Scripture, we see that God's ultimate purpose is served, even through the actions of sinful men, as seen in the crucifixion of Christ, which was both the greatest evil and the greatest good.
