How do we know that God ordains all authorities?

Answered in 2 sources

The Bible states that there is no authority except that which God has established (Romans 13:1).

In Romans 13:1, it is explicitly stated that all authorities are established by God. This foundational truth asserts that even rulers who act unrighteously are permitted to hold their positions by divine decree. The apostle Paul makes clear that believers must view civil authority as appointed for our good, serving a role in God's overarching governance of the world. Historical examples, such as Pharaoh and Joseph's narrative, demonstrate that God's purposes may be served even through imperfect rulers.
