How do we know that God ordains all authorities?

Scripture asserts that there is no authority except that which God has established.

Romans 13 clearly articulates that all governing authorities are established by God. The verse states, 'For there is no power but of God: the powers that be are ordained of God.' This reinforces the idea that even rulers, whether good or evil, are under God's sovereign control.
