God's wrath is appeased through the atonement provided by His appointed priests.

In the context of Numbers 16-17, the only means through which the Israelites could be saved from God's wrath was Aaron's priestly intercession. When a plague broke out, it was Aaron who stood between the living and the dead, offering incense to make atonement for the people. This pointed to the reality that without a priest, the relationship between God and His people was one of impending judgment.
