How do we know that God uses Satan for His purposes?

The Bible indicates that God indeed uses Satan and his activities to accomplish His sovereign will, including the judgment of those who reject the truth.

Scriptural references like 2 Thessalonians 2:9-12 show that God sovereignly employs Satan, allowing him to lead astray those who will not receive the love of the truth. This act is a part of God's judicial reprobation, whereby He turns individuals over to a strong delusion as a means of executing His sovereignty and righteousness. Thus, God's ultimate control and purpose are evident, even in the presence of evil. The loosing of Satan is not an indication of God’s weakness but rather demonstrates His authority and the certainty of His ultimate victory over evil.
