How do we know that Jesus' invitation to come is for believers?

The invitation in Matthew 11:28, where Jesus says 'Come to me, all who are weary and heavy laden,' is often interpreted to extend to all people. However, a deeper look reveals that this invitation is specifically for those who are spiritually burdened and aware of their need for salvation. In the context of Jesus’ rebuke to the unrepentant cities, it indicates that those who are invited are those whom God has made aware of their need through the work of the Holy Spirit. Thus, the 'all' truly encompasses only those who recognize their weariness from sin and desire to find rest in Christ's finished work.
