How do we know that not all men are saved according to the Bible?

The notion that not all souls are saved is evidenced throughout Scripture. For instance, Romans 9 discusses God's sovereign choice in relation to Jacob and Esau, affirming that God chose to love Jacob while hating Esau. Similarly, instances like Pharaoh in Exodus and Judas Iscariot demonstrate that God has a distinct purpose in the judgment and salvation of individuals. If God had intended for all men to be saved, they would be, but since not all are saved, the presence of hell affirms that God has not willed for all to come to repentance.
