How do we know that not everyone can hear the Word of God?

Scripture states that the inability to hear God's Word is a result of a person's sinful nature.

In John 8:43-47, Jesus explains that the reason some do not understand His words is that they lack the capacity to hear due to their spiritual condition. The natural man, being dead in sins, cannot respond positively to the gospel message unless God gives him 'hearing ears.' This is not merely an issue of intellect or willpower, but a profound spiritual deafness caused by sin. The true evidence of being a child of God is the ability to hear, understand, and respond to God's Word in faith.
