How do we know that the gospel will always have an effect?

The gospel has a guaranteed effect as it works in the hearts of believers through the Holy Spirit.

The parable of the leaven illustrates that the gospel inevitably produces change in the lives of true believers. Just as leaven permeates dough and causes it to rise, the gospel, once received in faith, begins a transformative process in the regenerate heart. Hebrews 4:2 underscores this by stating that the word preached must be mixed with faith to profit the hearer. Therefore, where there is true faith, the gospel will effectually work, leading to a life marked by obedience and responsiveness to God. Conversely, those with false faith remain unchanged, emphasizing the necessity of true regeneration for the gospel to have its intended effect.
