How do we know the foundation of God's city is secure?

Answered in 1 source

The foundation of God's city is secure because it is laid by God Himself, unchanging and grounded in His eternal covenant.

The security of the foundation of God's city stems from its divine origin. In Isaiah 28:16, God declares that He has laid a cornerstone in Zion, illustrating that this cornerstone is Christ, who is both tested and true. The church, or city of God, is established on this sure foundation, which is God’s holy decree and eternal promise. Believers are assured that this foundation cannot fail; thus, their citizenship in the city of God is secure and enduring. The whole structure rests on God's unchanging character and His faithfulness to His promises.
