How do we know true repentance is a work of God?

In Romans 11:28, it is stated that the gifts and callings of God are without repentance, implying that genuine repentance is not something we can conjure on our own; it is a gift from God. Repentance leads us to recognize that we are utterly dependent on God's mercy and grace, as seen in 2 Corinthians 7:10, where godly sorrow leads to repentance and salvation.
