The call to 'whosoever believes' exemplifies our responsibility to respond. However, it is essential to understand that such a response is enabled by God’s grace, as seen in 1 Corinthians 12:3, where it indicates that no one can say 'Jesus is Lord' except by the Holy Spirit. Therefore, God's elect receive the gift of faith that leads to repentance, ensuring that the response is genuine, yet entirely rooted in God's sovereign plan for salvation.
