Regeneration is solely the work of the Holy Spirit, who quickens the heart and enables the believer to have faith in Christ. This is emphasized in Ephesians 2:1-5, where Paul explains that we were dead in our sins before being made alive in Christ. Baptism, therefore, serves as an outward declaration of the inward transformation that has already occurred in the believer's life at the moment of regeneration.
