Conscience serves as an inner witness for all, reflecting God's law written on their hearts (Romans 2:15).

In Romans 2:15, Paul explains that all people have the law written in their hearts, which their conscience bears witness to, either accusing or excusing their actions. For believers, this means that their conscience, informed by the Holy Spirit, affirms their relationship with God and guides them in accordance with God's will. For non-believers, their conscience still acts as a moral compass, indicating right and wrong based on the innate knowledge of God instilled in them. Their internal struggles with guilt or rationalization demonstrate the presence of God's truth and their accountability to Him.
