God holds people responsible for their belief because all humanity is accountable for their rejection of Him despite His grace.

In addressing the question of personal responsibility in light of God's sovereignty, Romans 9 makes it clear that humanity is accountable for their sin and rejection of God. While God is sovereign and elects whom He will, this does not diminish individual culpability. Scripture affirms that people are responsible for their unbelief, as God's promises and invitations are extended genuinely. While God has mercy on whom He wills, those who persist in rejection do so willingly, with no excuse. As stated in Romans 9:20-21, we, as creatures, cannot question the Creator's purpose; rather, we must acknowledge our sinful condition and necessity for His grace.
