What about people who do not have a Bible?

People without a Bible still know God's law through their conscience and creation.

Paul teaches in Romans 2:14-15 that even Gentiles without the written law still show that God's law is written on their hearts, as their conscience bears witness. They may not have explicit knowledge of Scripture, but the light of creation reveals God's attributes (Romans 1:20), rendering all humanity without excuse for their actions. Thus, everyone, regardless of access to the Bible, is accountable to God.
