What does it mean to be forgiven by God?

Answered in 1 source

Being forgiven by God means having one’s sins completely removed and being restored to a right relationship with Him.

To be forgiven by God signifies that all sin, guilt, and shame have been completely washed away by the blood of Jesus Christ. Isaiah 33:24 assures us that 'the people that dwell therein shall be forgiven their iniquity.' This central promise reinforces the idea that God's forgiveness is not merely an absence of punishment but an active restoration of relationship. When we are forgiven, we are no longer under condemnation but are granted peace with God (Romans 5:1) and can live in the assurance of His love, knowing that He will not charge us with sin again (Romans 8:1).
