The Bible teaches that God is sovereign over all things, orchestrating every event for the good of His people, as stated in Romans 8:28.

The Scriptures reveal that God is in complete control of all aspects of creation, including every event in heaven, earth, and hell. Romans 8:28 states, 'And we know that all things work together for good to them that love God, to them who are the called according to his purpose.' This teaches us that both pleasant and painful experiences serve a divine purpose, ultimately working together for the good of those who love God. All circumstances, whether we perceive them as good or evil, are manipulated by God to fulfill His sovereign will for His elect. Thus, believers can take comfort in knowing that nothing happens outside of God's decreed plan.
