What does the Bible say about God's thoughts on man?

In Psalm 8:4, David poses the question, 'What is man that thou art mindful of him?' This encapsulates the amazement at God's attention towards humanity, seeming paradoxical given God's infinite greatness and holiness. God, as the self-existent creator and sovereign ruler of all, does not need anything from man, yet chooses to think about and care for him.
