This knowledge makes them 'without excuse' when they choose to reject Him. Just like Abner in the story, who knew David was God's rightful king but resisted that truth due to a desire for control, mankind similarly desires to be their own authority, leading to rebellion against God's sovereignty. This rebellion stems from a heart unwilling to accept the established hierarchy where God is supreme, and man is called to submit to Him.
