Natural light refers to the moral understanding inherent in all people, enabling them to discern right from wrong. However, this moral understanding, as expressed in the actions of the Maltese people, is insufficient for salvation. Romans 1:18-20 discusses how God's attributes are evident in creation, leaving humanity without excuse for their wickedness. Despite having a sense of morality and justice, as seen with the Maltese, individuals cannot achieve righteousness or salvation through natural light alone. The fullness of salvation comes only through the grace revealed in the Gospel of Jesus Christ, which transcends the capacity of natural understanding to save.
