Romans 13 teaches that all governmental authorities are instituted by God and that Christians should submit to them.

According to Romans 13:1-7, every person is to be subject to the governing authorities because there is no authority except from God. The authorities that exist have been established by God. Therefore, to resist the authority is to resist what God has appointed, which brings judgment upon oneself. This submission is not only for fear of punishment but also for the sake of conscience. The Bible calls Christians to honor and submit to rulers and laws as a means of demonstrating their faith in God's sovereignty and order.
