The Bible indicates that those who do not believe ultimately believe the lies of Satan, embrace works for salvation, and reject the truth of Christ.

In Acts 28, the Apostle Paul addresses what those who do not believe hold to be true. First and foremost, they believe Satan's lies, as there are only two voices, God's and Satan's. If one is not with God, they are essentially against Him. Secondly, they hold on to the belief that salvation can be attained through works, rejecting the grace of God that is freely given. Paul emphasizes that if salvation is by grace, only then can it not be by works, as stated in Romans 11:6. Furthermore, many reject the notion that Christ's death was a complete atonement for sins, viewing it merely as an example rather than an effective sacrifice for salvation.
