This shows that while the devil acts with malicious intent, his actions are ultimately governed by God's sovereign will. For instance, Acts 4:26-28 refers to how Herod and Pontius Pilate were gathered against Jesus to accomplish what God's predetermined plan had set forth. Here, we learn that even within the devil's deception, God is orchestrating events for His glory and the fulfillment of His purposes.
