What does the Bible say about the state of all men?

According to Scripture, all people are born into this world as sinful individuals, guilty before God. Romans 3:23 states that 'all have sinned and come short of the glory of God.' Sin is defined as a transgression of God's law, which leads to spiritual death, as emphasized in Isaiah 64:6 where it says all our righteousnesses are as filthy rags.
