What does the Bible say about the working of the Holy Spirit?

The Bible teaches that the Holy Spirit works in two ways: on the elect, renewing their hearts, and on the non-elect, enlightening and educating their understanding without regenerating them.

Scripture reveals a twofold working of the Holy Spirit, one effecting regeneration in the elect and the other merely enlightening the non-elect. For the elect, the Holy Spirit renews the understanding, as seen in Romans 12:2 and Titus 3:5. In contrast, the Spirit enlightens the understanding of the non-elect, allowing them to grasp spiritual truths without imparting saving grace. They may exhibit an external acknowledgment of God and His law but lack the internal transformation that accompanies true regeneration.
