Who should be baptized according to the Bible?

Answered in 2 sources

According to the Bible, only those who have come to faith in Christ should be baptized.

Baptism is reserved for those who have genuinely believed in the Lord Jesus Christ. As emphasized in Acts 2:41, those who received the word and believed were baptized. It is not a ritual for infants or those who are unrepentant but is a declaration of faith made by those who can consciously affirm their belief in Christ. The act of baptism signifies that the individual has experienced genuine faith and transformation and desires to publicly acknowledge their commitment to Jesus. Consequently, those who are baptized are doing so as a response to their faith and the work of the Holy Spirit in their lives.
