Why do we call believers perfect according to Scripture?

Believers are called perfect because they are declared righteous in Christ, who fulfills all requirements of God’s law.

Scripture calls believers perfect because, through their union with Christ, they participate in His righteousness. Even though believers struggle with sin, their standing before God is perfect because of the atoning work of Jesus. This perfection is both positional, in that they are seen as righteous in Christ, and progressive, as they are called to grow and mature in their faith through the means of grace provided by God, particularly through preaching.
