Why does the Bible talk about cutting off a brother?

Cutting off a brother is a serious measure when all attempts at reconciliation fail.

In Matthew 18:15-17, Jesus provides a framework for addressing offenses within the church. If a brother sins against you, you first go and confront him privately. If he refuses to listen, the next step is to bring one or two witnesses. If reconciliation is still not achieved, the matter is to be brought before the church. The act of cutting off, referring to treating someone as a heathen or publican, is reserved for cases where there is a refusal to repent despite clear admonition. This measure serves to protect the sanctity of the church and highlight the seriousness of unrepentant sin that disrupts fellowship and worship.
