Christ is called a refuge for sinners because he provides safety, forgiveness, and salvation from God's wrath through his sacrifice.

Christ is considered the ultimate refuge for sinners because he fulfills the role that the cities of refuge typologically represent. Just as the cities offered safety from the avenger of blood, Christ offers safety and salvation from God's judgment for all who believe in him. The justice of God required a price for sin, and Christ met that requirement by offering himself as a sacrifice. Those who flee to Christ can find assurance that their sins are forgiven, and they are no longer under condemnation. Romans 8:1 confirms that there is no condemnation for those who are in Christ Jesus, highlighting his role as our refuge.
