For that is what is referred to when we read the Lord doth build up Jerusalem. You have it joined together later in what we read in verse 12. Praise the Lord, O Jerusalem. Praise thy God, O Zion. It's bringing the two together and it's setting forth the church. Secondly, the Lord gathering the outcasts. The Lord doth build up Jerusalem. He gathereth together the outcasts of Israel. And then thirdly, what is joined with that is the Lord healing and binding up wounds. He healeth the broken in heart and bindeth up their wounds.
