How do we know that God's will is to save some and not all?

Scripture reveals that while God desires all to be saved, He also has mercy on whom He chooses (Romans 9:15-16).

The tension between God's desire for all to be saved and His sovereign will is explained in Romans 9, where it is clear that God's purposes in salvation are not contingent on human will or effort.
